Arbitrary promotions, transfers

Contrary to Mufti government's commitment for evolving a fair and transparent policy for appointments, promotions and transfers in various government departments the same old policy of arbitrariness, nepotism and adhocism continues unabated.

During the past 15 months of the present government hundreds of transfer and promotion orders of officers at different levels of the administration have been ordered.

No set procedure has been adopted while ordering such promotions and postings on piecemeal basis.

In several cases single transfer orders have been issued either due to the political or bureaucratic clout enjoyed by the incumbents or for pecuniary advantages.

The general impression of large-scale bunglings and corruption involved in such postings and promotions is not quite misplaced.

There have been instances where the orders issued have been rescinded within days, raising doubts about the fairness of the exercise.

There are also instances where some officers have been transferred prematurely to accommodate the favourites on the prize posts while the influential ones have managed to either stay at one post for years or have one prize post after another.

That the officers of doubtful integrity are shifted to the posts of their choice, where they can make quick bucks, is not without meaning.

These clearly indicate that the appointing authority has either received his share of the booty or has done so due to the political connections of the incumbents.

That the present government too is encouraging adhocism in the matters of promotions and postings is obvious from the fact that several officers have been promoted arbitrarily without the recommendations of the Departmental Promotion Committees.

In fact the DPCs seldom hold meetings with the result that there is a huge backlog of officers due for promotion.

In several cases the favourite officers are made to hold charge of higher posts instead of following the laid down procedure for ordering promotions against the vacant posts.

They are subsequently promoted on the basis of their holding charge of such posts.

The latest case in point is the order promoting 35 engineers in the PWD (R&B) department without adhering to any norms and without going through the process of clearance by the DPCs.

In sevearl cases the engineers have been ordered to take charge of the higher posts.

Another case where the process of DPCs has been bypassed is the promotion of a large number of doctors in the State's medical colleges.

The DPCs have not been held and the promotions have been ordered arbitrarily.

It is time to look into the matter and put an end to such adhocism and arbitrariness in the matters of postings, transfers and promotions.

A well laid- down , fair and transparent policy for appointments, postings, transfers and promotions in various government departments at different rungs needs to be evolved if the Mufti government is genuinely interested to honour its commitment.

These departments should not be made the fiefdoms of individual ministers to enable them to act whimsically and arbitrarily in ordering postings and transfers.
