JAMMU, May 28 (JNF): In alleged custodial death and rape of minor in the police custody, Justice YP Nargotra of Jammu & Kashmir High Court Jammu wing directed Principal Govt Medical College to constitute a medical board and also asked him to submit the medical report of Medical Examination of minor girl.
This order passed in the interest of General Public of the area of District Doda, Justice YP Nargotra after hearing Advocate Ramesh Arora appearing for the petitioner and ML Mehra Additional Supt of Police Bhaderwah adjourned the case with the direction to Mehra to file the complete status report of the case on the next date of hearing.
Mehra is also directed to get the medical examination conducted of the accused persons who are in judicial custody in connection FIR 21, 2007 registered in Police Station Thathri.
The medical examination shall be conducted through Medical Board, which shall be constituted by the Principal GMC Jammu.
The Principal GMC asked to submit the medical report of the medical board which was constituted for medical examination of Ujla Devi.
These significant orders passed by the High Court in a writ petition filed by Ujla Devi in which it has been submitted that on April 1, 2007, her elder brother Madan Lal son of Fulail Singh of Dokhi district Doda was killed by some unidentified persons and his dead body was found at Distance of 1 KM from the residence in forest area where militants activities are going on and more than 25 persons are killed by militants in the forest range where dead body of Madan Lal was found.
It was further submitted that when her brother did not return in the evening who went to collect "Gushi", the family members including members of the village went in search of Madan Lal and the matter was also informed to police and STF post Dhella.
The body was found in forest area by STF persons and police.
After the post-mortem the dead body was handed over to family.
In the petition it was further alleged that two boys namely Nissar Ahmed son of Hassan Din and Altaf son of Hassan Din were arrested by the police in connection with the murder of Madan Lal.
To utter surprise wife of the deceased Indra Devi, petitioner Ujla Devi, father Fulail Singh, Rishi Kumar brother of the deceased, Bodh Raj uncle of deceased were arrested along with other 4 persons and all were torture to maximum extent in- inhuman way by using 3rd degree and brother of petitioner Rishi Kumar was also torture to the extent that his skin was removed from different parts of his body and he was compelled to accept the crime which he has not committed and ultimately his brother had died due to torture.
It is further alleged in the petition that not only the police killed the brother in custody; they have committed rape on number of times on a minor girl who happened to be sister of the deceased.
It was alleged that petitioner Ujla Devi was kept in a room of sub-Inspector, Irfan Wani for 3 days at first instance, her all clothes were removed, she was beaten and was compelling by the police that she should say that her brother Rishi was killed the other brother Madan Lal when she refused to accept this illegal advise which was not true.
She was tortured and raped for 3 days and was left for two days and she was again arrested and same process continued for more than 4 days.
In the petition it was prayed before the Court for seeking direction to get the matter investigated through CBI or any other independent agency and also seeking direction for registered FIR under section 302 along with section 376 RPC against the SI Irfan Wani and others of Police Post Karara, Thatri of District Doda.

Farmeres awareness camp at Ramnagar KT NEWS SERVICE JAMMU, May 28: A farmers-training-cum-awareness camp was organized at village Bari of Ramnagar tehsil.
Udhampur by Agriculture department Ramnagar wherein about hundered farmers of the locality participated in the camp.
Sub Divisional Agriculture Officer Ramnagar, K.K.Kotwal, S.D.M.
Dudu Basant Garh Avtar Singh, Tehsildar Ramnagar Rashpal Singh H.O.D along with team of experts of agriculture department attended the camp.
Speaking on the occasion, SDAO Ramnagar had detailed discussion with the farmers.
They made the farmers aware about different schemes being provided to them by the department.
The farmers were made aware about latest technology in agriculture, vermin composting, rain water harvesting, use of balanced fertilizer doses soil testing and bringng more area under cereal/vegetables etc.
The farmers were advised for area expansion under vegetables.More than 50units of vegetables seeds of different varieties were distributed among the farmers free of cost.
Kotwal also allotted maize minikits seed free of cost among the needy and poor farmers.
Speaking on the occasion, SDM DuduBasant BGarh and Tehsildar Ramnagar asked the officials of all deparements to have close liaision with farmers.
