New commission to look into centre-state relations: Patil

NEW DELHI, Aug 24 (UNI): Issues relating to appointment of Governors and water-sharing disputes among various states will be examined by a new commission set up to look into Centre-State relations, Home Minister Shivraj Patil said today.

The government's decision to set up a new commission is in line with the Common Minimum Programme of the United Progressive Alliance (UPA) government, he told the Rajya Sabha.

It is keeping in view several changes that have taken place in the country's polity and economy since the Sarkaria commission last looked at these issues over two decades ago, Patil said during the Question Hour.

The earlier Commission has made 247 recommendations of which 179 have been implemented, 63 were not accepted and five are still being discussed with states.

The new Commission will also make recommendations on the role, responsibility and jurisdiction of the Centre and states during prolonged outbreaks of communal violence, planning and implementation of mega projects, fiscal relations between the centre and states besides freeing inter-state trade to establish a unified and integrated domestic market.

The government had constituted a Group of Ministers (GoM) to finalise terms of reference of the new Commission, Patil said.
