No proxy politics and war in J&K: Human Rights groups

NEW DELHI, Mar 25 (UNI): Several human rights organisations haveurged both India and Pakistan to end their "proxy politics andwar" in Jammu and Kashmir in the larger interest of people ofthe two nations.

The organisations asked both the countries to work towards protecting the life of their people.

The statement by the civil liberties groups comes at a time when both India and Pakistan avoided a direct confrontation on human rights at the UNHRC Session.

The Jammu and Kashmir Council for Human Rights said India and Pakistan are culpable for non performance of the duties and pledges made by the international community.

"Pakistan erred to fine tune the Muslim sentiments to suit its domestic needs and meet its water requirement.

It restrained the Rights Movement from earning a rightful universal support," Syed Nazir Gilani said on behalf of the Jammu and Kashmir Council for Human Rights at the 61st Session of the UNHRC in London.

"Pakistan has traded the dead numericals of the people of Kashmir to manage India," Gilani said.

"We urge upon India and Pakistan to end their proxy politics and proxy war in Kashmir and allow their people to have full access to human rights," he added.

"If the successive Pakistani governments had been honest in supporting the Rights Movement, in particular the Right to Self Determination it would have supported the need to conserve life." The Jammu and Kashmir Council for Human Rights appreciates the support of the civil societies of India and Pakistan, he added.

"It is time for Pakistan to do soul searching and explain that its moral, political and diplomatic support may have succeeded to manage India in raising the ceiling of bargain in its interest but it has converted Kashmir into a grave yard," he said.

In his speech, United Kashmir Peoples National Party Chairman Sardar Shaukat Ali said both the countries must let the developmental process and democracy flourish.

He said Pakistan's claim for championing the "Kashmir cause" is nothing but hollow and self serving propoganda slogans.

"The administration in Pakistan occupied Kashmir and the Northern Areas of Gilgit and Baltistan continue to violate Human Rights.

The military intelligence does this under the pretext of security," Ali said.

He said several international civil liberties organisations have brought the "real situation" in the areas to the fore.

"The so-called government in Pok has always remained under Islamabad's direct control.

Pakistani officials occupy all the key decision-making posts....

The locals have no say in decision making." "The fundamanetal rights such as freedom of movement, freedom of expression, freedom of assembly and freedom of association are often infringed upon....

The Constitution of PoK debars political parties, which do not subscribe to accession to Pakistan, from contesting elections," he added.

He said hundreds of political leaders and workers belonging to several parties were languishing in prisons.

Arshad Mehmood Khan on behalf of the Afro Asian People's Solidarity Organisation said Pakistan was continously violating the right to development of the People of PoK and Gilgit-Baltistan.

"There has been no development in PoK.

There is no medical care, no social services and no employment....

In the Northern areas basic facilities such as electricity, drinking water and elementary health care are missing," he said.
